So here's the thing about panic rooms:
When the DOD builds an Arms Room, or SCIF, or Vault, we rate it in Man/minutes it takes to get in. If it'll take a 4 person team 15 minutes to breech, than that vault is rated at 60 Man/minutes to breech. The implicit assumption is that given enough time anything can be opened, and the vault is just there to slow the thieves down long enough for whomever the IDS [alarm] called to get there.
Same holds true for Panic Rooms. They are there to keep you safe until the folks you called (probably police) show up and handle the intruders. If we are at the part of civil unrest that gangs are breaking into the estates of the super wealthy and trying to breech panic rooms; the cops ain't coming. (in many big cities the cops might be the ones outside the Panic Room). So the room just turns into the place you starve or suffocate when they kill the power to the house or burn it down.
The ultra wealthy would be better off dropping that money on sentry turrets and clear fields of fire in their landscaping.
