I just had a thought.  Instead of setting arbitrary limits on government deficit, what about setting the interest on the total debt to X% of federal budget?

Set national debt at a percentage at the GDP.  This way it's no fixed number, it moves rises and falls generally along with the health of the economy.

Add in some exceptions for true emergencies, like full scale wars and such.

We have a limit on the National Debt. And the treasury secretary just requested that it be raised...

So do all who live to see such times. But that is not for them to decide. All we have to decide is what to do with the time that is given to us. There are other forces at work in this world, Frodo, besides the will of evil. Bilbo was meant to find the Ring. In which case, you also were meant to have it. And that is an encouraging thought
