At the college close to my favorite coffee shop, one of the classes a geo-sciences major I was talking to HAD to take (for her major) is an Enviroment Class which, looking at her textbook, and some of her study material looked more like an Enviromentalism Class. Basically, the case that's made (within this theory) is that because poor people are often also people of color, and because land that has had enviromental problems is also cheap, their buying, or renting of property on such land constitutes a form of racism. Doesn't make sense to me, but I don't think logic or critical thinking are job requirements at the EPA.
