Problem is, the CIA has been even more screwed up for several decades. The NSA provides the intel that the CIA can't. Which isn't good, because the NSA sticks mostly to signal intelligence and that's inherently dangerously focused. It's usually low risk, high gain so it's very very tempting to rely on it. Except when you can't, it bites you on the rear end. The NSA needs new and damn good leadership. Someone to step on the domestic surveillance programs hard, and get things back on the right direction. Ditto the CIA and several other intelligence entities.
