It's a game mechanic from the Stalker video games, where if you are outside a structure during a "blowout" (dangerous energy emission from the center of the "Zone") you get fried.

I'm playing through Call of Pripyat again right now.  I have a peculiar affinity to play games during the season in which they're set.  In this case, August.
