But here's a related statistic that's pretty mind blowing in and of itself: According to the FBI, in 2011 there were 3991.1 arrests for every 100,000 people living in America. That means over the course of a single year, one in 25 Americans was arrested.

The 1 in 25 Americans were arrested only works if no one was arrested more than once.
Can you estimate how many repeat customers you get in a year, Chris? I'm betting you know many of them on sight.

We have an excellent frequent flier program. I would estimate a good third of my cases are repeat customers, either on new charges or probation violations.
Another thing to consider is that there are a good number of bench warrants issued for failing to appear at court.
