First, give it back to the Indians and Mexicans....along with the debt; and pat ourselves on the back for being such a noble minded people...better than Europeans.  Next, liberate the less-than-brown people with an army of outsourced/rightsized non- Indian (non-dot) people. Then, establish a peacekeeping force for the next 50 years.  Careful though -just "help" them, by helping them pick the right leaders and buying everything they produce... but not actually owning the place.
