That's a pretty damning utterance if Murphy actually said it. I understand Comey said that in reference to President Trump, and while it is merely rhetoric, one must look at its background.
It is
attributed to Henry II of England, which led to the death of Thomas Becket, the Archbishop of Canterbury, in 1170. While it was not expressed as an order, it caused four knights to travel from Normandy to Canterbury, where they killed Becket.
