Chelsea Manning (remember it?) wants to run for the U.S. Senate.

[Note: I refer to Manning as "it" because the person formely known as Bradley Manning was born with male parts. I have been unable to find any reference to indicate that this person has undergone gender reassignment surgery, therefore this person apparently still has male parts. Accordingly, by any rational standards, this person remains a male, although this person now prefers to be referred to as a female. Since the person is NOT a female, but does not identify as a male, the only available option is the neuter: "it."]

Are convicted felons allowed to run for the US Senate? Recall his sentence was merely commuted, he did not get a pardon.

Yes. It's considered a point to keep people from trying to get their opponents convicted of something stupid then disqualified.
Unless charges are pressed for something new/unknown at the time of election, they can't even really be removed from office for it.
Otherwise people with charges stemming from things like political protests would be disallowed, and do you want people like Martin Luther King Jr. being DQ'd?
The voters get to decide whether to elect a convicted criminal or not. The democrats have done it many times. Heck, so haven't the republicans.

Only thing is that Manning can't draw people to the polls, or at least in sufficient numbers. I don't know that there are a large number of LGTBQIAWXYZ supporters sitting at home just waiting for a tranny candidate to support, or at least enough to swing an election.

"Swing" an election eh? Matter of fact the whole thing could be pun paradise. Transition team. Cue Beavis laugh.
I hope it wins, lend just a little less credibility to the Senate, if possible.

Elected members of Congress don't get clearances or undergo back ground checks. Classified information is shared with them based on their comitee memberships and/or need to know.

Being elected IS the background check. However, should Manning choose to release classified info without the proper approvals, back to prison it goes.

While that's the law, I'd point to the overwhelming number of congress people and their aides in prison over leaks, and maybe not get my hopes up.
