Delete the "or" and you pretty well have it.

36,000 "brains" regulating 100 reactors is pretty well guaranteed to generate a screw-up or three somewhere along the line.

That's 360 people per reactor.  How many people work at a nuke plant, typically?  Wouldn't that be the entire staff of all nuke plants?  Are nuke plant employees hired by private companies or by NRC?

thats the nrc staff   thats not the utility company staff
there was a whining article today about laying off 3600 nrc employees  10% of total staff making us unsafe

Apparently you guys no nothing about the government. It's not 36,000 workers. It's 12,000 workers, each of whom has a superintendent and a deputy superintendent. Sheesh.

We are talking fedgov, yes?

So, no mention of the Unit Diversity Coordinator or the Interagency Coordination Compliance Specialist for each workgroup?

Where did you get the 36,000 number?  I just did a quick search and found this:

http://www.eeoc.gov/federal/reports/fsp2009/nrc.cfm

Permanent Workforce: 3,916 Temporary Workforce: 235 Total Workforce: 4,151

They have it broken down by occupation at the link.  Granted, that's still 40 people per active reactor.  104 active reactors in the US / 4151 = 39.9.  I'll grant the #'s are a few years out of date, but somehow I don't think they hired 10x the employees between 2009 and 2013.

I HIGHLY RECOMMEND "Day of the Moron," a short story written by H. Beam Piper.

The story was written in 1951 when harnessing atomic energy was very new so the book's science has flaws, but the social commentary is relevant today.

SO, to rephrase the original question:

If they can work with only 10% of their employees, what is the purpose of those other 90%!?

Yeah, now that the watchdogs are off the job, the employees in the plants are running around pulling plugs, putting toothpicks in red buttons, drinking, smoking weed and all sorts of juvenile pranks that the .fedgov critters have to constantly oversee so that they don't happen.

you laugh
decade or 2 ago the nrc showed up at lake anna and some numbnuts had wired a series of breakers together so he could throw them all at once during drills.
problem? the breakers were to pumps that were used to scram the reactor. and they are big pumps. they need to be thrown one at a time with a pause in between or they burn up the wiring feeding them . and if you need to scram you don't want that. when i read the report i thought it was a joke
