The author of the article takes Weird Al's twisted songs a it too seriously for my tastes.  I think they are a fine foil for the usual emoting songs.  IOW, he is not parodying a particular song, but a whole genre or song formula.

And, yes, some are much more weird than funny, but it is not like we weren't warned.

I don't think it's the genre of music that's being parodied. :)
We just had the Viola MN Gopher Count here a couple of weeks ago.  All the girls and boys bring in their gopher feet to be counted and collect the bounty.  It's an annual 2-day festival that's been going on for well over 100 years, with marching bands and the whole bit.
