I guess the severe public backlash from this 2018 story wasn't enough to convince them stupidity is a poor business model.

The article mentions bad publicity.  The only bad publicity is they fired the manager.  They could institute a policy of having security guards who beat up shoplifters and I wouldn't consider that bad publicity.  Cowardly corporate management.
