Health care isn't my area of expertise, so I figured I'd post this article to see what you all thought of it...

The plan, which still needs be approved by the city's Board of Supervisors, is aimed at 82,000 uninsured residents who earn too much to qualify for Medicaid, said Mayor Gavin Newsom. San Francisco already provides universal health care for children.

"Rather than lamenting about the fact that we live in a country with 45.8 million Americans that don't have health insurance ... San Francisco is doing something about it," Newsom said. "San Francisco is moving forward to fulfill its moral obligation."

Newsom stressed that the so-called Health Access Plan was not meant to take the place of private health insurance, but rather provide a way to consistently treat people without insurance so they don't end up seeking medical care in hospital emergency rooms.

Unlike health insurance, for example, the city's plan would not cover the cost of any medical services its participants seek outside San Francisco, and it would not be open to people who work, but do not live, in the city.

It would provide comprehensive preventive and catastrophic health care, covering everything from checkups, prescription drugs and X-rays to ambulance rides, blood tests and surgeries.

The city estimates the plan would cost $200 million a year, an expense that would be borne by taxpayers, businesses that don't already insure all their workers, and participants themselves.

Residents would pay both monthly fees and service co-payments on a sliding scale depending on income. A person with annual earnings at the federal poverty line would pay $3 per month, while someone who makes between $19,600 and $40,000  or up to 400 percent above the poverty line  would pay an average of $35 per month.

Details of how the employer contribution would work were scheduled to be presented Wednesday to the Board of Supervisors. Approval is expected, though the details could change.

The most recent version, sponsored by Supervisor Tom Ammiano, would require every business with more than 20 employees to pay $1.60 an hour into the system for all employees not already covered by a health plan, no matter how few hours they work.

Laurie Thomas, owner of three restaurants in San Francisco, said that she already contributes to health insurance for her employees who work more than 28 hours a week, but that the hourly mandate Ammiano is proposing would put her out of business.

Sounds like a good way to get all the working residents to leave and a bunch of homeless people and illegal immigrants to move in. Then what will they do with a diminished tax base? Probably expect the feds to bail them out!

No surprises here.  "We will tax the rich to pay for the poor's (health care)."

edited to add:  I also see many small businesses laying off employees as needed to get away from the extra taxes.

Now, I'm not all that knowledgeable about Medicaid as I'm only 29 years old...but if these people earn too much to qualify for Medicaid, why don't they just pay for their medical expenses themselves?

Why pass the buck?

I'm really thinking that if North Korea wanted to send a nuke-tipped missile into San Francisco, I'd be all for it.

Looks like another part of the on-going war against the successful. Maybe one day theyll actually manage to remove all incentives to work hard and earn a substantial living. After all, whats the point of working your tail off if your rewards are going to your neighbor? Careful San Fran, youre gonna push Atlas hard enough, and hes gonna shrug.

$35 a month share for someone making 19,600-40k? What planet did they fall off? Oh, wait it is San Fransisco!

I can see a lot of businesses dropping health insurance as a benefit to save money. I think my employer pays close to $350 a month for my health insurance.

My younger brother is self-employed. The insurance company wanted $800 per month for a family (4 people) Major Medical policy. He decided to run 'naked' and if he has a medical catastrophe, he'll borrow and make $800 payments each month. Six years later, they're winning the bet...

Thirty-five bucks a month won't buy decent *life* insurance. They're smoking something good, methinks.

I would like very much to know who can actually live within the city limits of sanfran for less than 20k a year.

Oh wait, that number doesnt include entitlements does it?

Can't we just print money, or better yet, issue digital money made specifically for this sort of thing? I mean, there already isn't anything backing the dollar, so why not? That way, it doesn't drain ANYBODY'S money, and it even adds to the economy.

My first instinct was to roll my eyes and mock this too.  The truth is, though, we already have universal health care in America.  Anyone can go to an Emergency room and get treated, whether they can pay or not.  With the cost of emergency medicine, if you were not poor when you went in you will be after you're treated.

We have a form of universal care, but it is the worst system possible.

I'm a big fan of the free market, and should the free market ever re-emerge in the US we should try to implement a health plan that doesn't involve government intervention. I just don't see it happening soon.

What SF is trying to do will probably be, at best, slightly successful.  But I'd much rather this kind of social experiment be performed in a single city or county than by the Feds.  If you live in the City By The Bay, you may not like it, but SF has always been a place where grand ideas are tried out.  If it were that bad you'd be moving to Colorado wondering if Rocky Mountain Oysters were a kind of sushi, and you'd always miss the ocean and the temperate climes.  Wink
