I don't understand why the computer being off makes any nevermind.
I realize that comment was likely made in jest, but it is a big deal. On your home/office PC, there probably is any problem. But when you get to hordes of computers in the back end, then we start seeing bad things happen. Not only are a few people in charge of a large group, but if they don't get them all, then services start to break.
