Technically, that's not phishing. It's a 419 scam.
Phishing attempts claim to be from reputable companies... credit card companies, banks, online stores, etc. The object is to get someone to visit a website or call a phone number and provide financial or credit card details. The victim doesn't intend to pay the scammer any amount of money. The bait is usually an "accounting problem" or a "hacked account". Commonly impersonated are ebay, visa, amazon, and various banks.
419 scams promise vast sums of money, but the con revolves around getting people to pay small amounts of money (a few thousand to tens of thousands, usually) based on the promise of millions down the line. The victim intends to pay the scammer, based on faith that the scammer will eventually pay the promised millions.
