Maned, you don't understand.
Nonpartisan means implementing change, any change, for the sake of change. After all, that's why Congress exists and why we need them in session all the time, actively earning their keep. They are supposed to make new laws, spend new money and otherwise improve our lives. Hence, nonpartisan.
Bi-partisan means slowing that process down by working with those who want government to do nothing, or as little as possible.
Partisan means you argue with those who want government to do nothing or as little as possible, attempting to convince or coerce them to your point of view... the true purpose of a Congressman being to perpetually author new legislation.
