It can be done without spanking (or minimal spanking).  It takes a lot more effort though and a focus on consistency.

I still regret letting my wife override me on the electric training collars.

Most people use those electric collars wrong, Larry.

You're supposed to attach them to the kids when they're OUTSIDE the fence.
