Is this common these days? Hard to tell if this is a genuinely unusual circumstance worthy of note or just sensationalising a routine occurrence.

Meh, ships dock all over the world. Not necessarily a herald of bad things.

Well around 2007 I had the Admiral Chabanenko tied up one pier down from me at Naval Station Norfolk. They stayed for a few weeks, stupidly I did not go take a tour. Decidedly much more a warship than the thing tied up in Cuba. Really ruined my plans of a completely uneventful 08-12 Sunday morning watch when 30 Russian officers led by their XO decided they'd had enough of waiting on their public affairs tour guide and showed up on my quarterdeck, not 4 english words amongst all of them. We got them a good tour I hope, the CDO was also planning on a quiet morning judging by the look of sleep on his face.  =D

It's a ship, by definition they go lotsa places. Cuba is pretty popular too, not so much sun and sand back home.

We don't. Pretty big hunk of booster rocket gets ejected with high pressure steam and the rocket motor doesn't light off till it clears the water. We do however launch cruise missiles horizontally out of torpedo tubes as well as vertically.
