Are real handguns even available for the average citizen there? I know that some retired .gov officials and military officers can get licenses to own actual handguns, but I thought the average Russian had to settle for owning & carrying one of those rubber bullet firing handguns.

Are real handguns even available for the average citizen there? I know that some retired .gov officials and military officers can get licenses to own actual handguns, but I thought the average Russian had to settle for owning & carrying one of those rubber bullet firing handguns.

I think the process to get an actual gun license is still a horror show, they just addended it so that "self defense" is a valid reason to apply.

Handguns are illegal.  A lot of people have "guns" that shoot rubber bullets for carry.

Depends on your definition of average citizen.

Nominally, handguns are banned. With a couple of exceptions.

You can register as a competition shooter, pay a lot of money, invest a lot of time, and buy a very overpriced pistol to be kept at the shooting club.

You can also be awarded a handgun in the same way you would get a medal elsewhere, for some kind of merit, like bravery, or many years of exemplary service. This is how those retired military and government types get them. I am also told that a donation of a certain amount of money or equipment to your local police station can be see as quite a civic achievement worthy of such an award. These guns cannot be inherited, sold, or loaned.

There is also a way to get an antique pistol as a collector. That requires a different license with a separate set of hoops. These guns can't be carried. I don't remember what the exact definition of an antique is. Also, there is no ammunition sold for them.

Other than that, you get a license to carry "weapons of limited damage", which are the rubber bullet shooting contraptions affectionately know as "condom slingers".

Don't forget you can get a shotgun permit reasonably easily.

(Easier than Israel, at least, which is not saying much.)

Update:

In addition to the above, Russia's legislature wants to reduce the experience period that is necessary for a man to be able to own a rifle.

Previously to own a rifle one had to have been a shotgun owner for at least five years, now they plan to reduce this wait period to three years.

IIRC, it was fairly easy to get overloaded rounds with bullets using a pretty darn hard rubber compound at one point...and even the recommended ammo was on par with a non-expanding .32ACP if you jammed the muzzle into a nostril or eye socket.

At point blank ranges the rubber bullets will penetrate, especially where bones are thinner.

As an interesting aside, since bullets are rubber and barrels are smooth, even the normal ballistic evidence doesn't exist.

Airsoft? That's a steel-cored .72 caliber rubber slug.

Oh, and these are "barrelless pistols".  The casing is the barrel. They are intersting in the sense that the ammunition is electrically primed.

IIRC, some folks also mod the little pepperbox to fire two or all four barrels simultaneously.  That's gotta hurt.

Given Israel only allows the few lucky men with firearms licenses to own one pistol... and that these things are legally pistols here, I'm not sure of the point.

When I was active in USPSA I saw via their magazine that practical shooting was getting a foothold in Russia. No pistols to be legally had so they ran shotgun matches. Which were probably boring backwater things at first, if they even existed. And then along came the Saiga. Those things were tricked out about 3 seconds after they hit retail. Not sure the S-12 was what the authorities had in mind when shotguns were deemed to be ok.

You can get a pistol in Russia if you shoot IPSC regularly.

For a specific definition of "Get" that involves keeping it under lock and key at your shooting club.

Wouldn't it be refreshing if we had a president that subtly mocked other nations for not trusting the citizens with firearms?

The neo communist/socialist clown posse's running most countries would piddle their pantyhose if they had a substantial percentage of their constituents who were well armed.
