The simple solution would be make it equal oppertunity.
I.E. there are places in the boondocks where breaking down in the middle of the night might also be detrimental.
Isn't it already equal opportunity? They say it's using crime stats to identify unsafe neighborhoods. So far as we know, it's not singling out urban areas or non-white neighborhoods, is it? Wouldn't rural areas with high crime stats receive the same treatment as a high-crime areas in the city?
