This happened a couple of weeks ago, but I just found out about it today when talking to my state senator at a township festival. Governor Dayton used a line-item veto to totally defund the legislature.
I told her they should impeach him as the first order of business during the special session. "Can we do that?" I told her I thought so; to allow him to interfere would be a violation of separation of powers. I know at least one Texas governor was removed during a special session.
She's going to look into it.
