I chose 8x 22lr because I don't own a 38, haven't shot one in years, and generally don't shoot revolvers well at all.
However I've got a bunch of 22 semi-autos and I can shoot some decent groups with my Buckmark or CZ Kadet.

It's situational.

I have a Taurus PT-22 that I've carried on and off for 20 years.

I have an S&W Model 042 Centennial that I've carried on and off for 20 or so years.

The on and off is determined by where I'm going, what time of year it is, what I'm wearing, etc.

Some context is implied, in that we get a (presumably between-reloads) round count as well as a caliber.  To me, I interpret this to consider not only the caliber, but the overall firepower of x rounds of y.  That doesn't say "recreational" or "cheap to shoot" to me, it says "defensive use", and so, 38spcl would be my choice with the information given.

OK, OK, fine. 5 rounds of .38 Special. I've got 2 S&W J frames, a Classic SS model 60 made in the late '70s and a alloy frame 642 (no freaking dash and no lawyer lock) that I've had for 5-6 years now. At belly gun range either will serve the intended purpose.

For a concealed carry and self-defense context, the .38 Special (although I'd go for 6 rounds instead of 5).

For recreational plinking or taking squirrels/rabbits/other small critters, the .22.

.38 over .22.  Why?  Whim and experience.  My little experience with a carryable .22 is with a Taurus PT22 I picked up for my brother when he was overseas, in the early 90s.  It had reliability problems that I'm pretty sure were magazine problems, and I only ever had the one magazine.  On the other hand my first .38 snub (a Taurus 605, bought on a whim in '08, I think) turned out to be a dandy little shooter.

Plus .38 is over the ".380 or better" line.

Five x .38.  I hardly notice the 642 riding in my front pocket.  A .22's just gonna piss 'em off, unless I can stick it in their ear - and I don't like getting that close.

I have a 38 so that would likely be my choice.  I recently saw the 22 revolver for sale for $599.  Since I was talking to a friend about a gun for his wife, I thought that 22 would be a great idea for someone who has weak hands and doesn't want recoil.

Dad's Model 10-8 S&W .38 SPL is my fallback pistol if the Glock 19 should fail.

It's such a fun round to just plink with all day in a pistol, even more fun than .22 IMHO.

It can do double duty as both a plinking round and a self defense round.

A hot 58gr LSWC .38  used to be a standard self defense round.
