Asian illegals notwithstanding, doesn't the Mexican government actually encourage border-jumping? That would seem like a lead pipe cinch justification for profiling.

Mine fields? Evacuate a strip along the border and nuke it at given intervals so that it constantly glows enough to bake anyone trying to cross? Dig a mile-wide canal from the Pacific to the Rio Grande and stock it with piranha?
