Although seriously, I think the state of Michigan is going to have to annex back, un-annex... re-annex? Chunks of Detroit from the city, and have it run like rural unincorporated land again, taxed at rural ag-rates for land, no services other than co. sheriff, or whatever, and no building codes/inspections/permits to get the land back into use.
