Not to be a spoilsport, but what it says is:
"(The) PARTY"
"(The) Mind, Honor and Conscience of Our Epoch"
(PARTIYA. Um, chest' i sovest' nashey epokhi!)
It was a common slogan at some periods, and the translation can vary somewhat (e.g., "our epoch" can be translated "our times", etc.).
I do like a lot of the other posters in this thread, though.
