Not to be a spoilsport, but what it says is:

"(The) PARTY"
"(The) Mind, Honor and Conscience of Our Epoch"

(PARTIYA. Um, chest' i sovest' nashey epokhi!)

It was a common slogan at some periods, and the translation can vary somewhat (e.g., "our epoch" can be translated "our times", etc.).

I do like a lot of the other posters in this thread, though.

Of course, if America votes for four more years of George W. Bush, even burger flipping will be outsourced.  To Iraq.  Where we will kill them for oil.
