You'd have to give Obama some kind of handicap, or maybe a head start to run away.

I think he meant like a golf handicap.  In other words, Obama would need to be given some kind of advantage or the duel would be unfair.

I'm still not understanding the logic of banning dueling.

The country was founded on the premis of equal opportunity, not equal results.
Of coure since Obama is theoretically a gentleman it should be ladies first.
