Any reports out there on the kind of explosive used?  You could see this coming from a mile away.

How does one regulate something a 10yo can make with a mortar and pestle and easy to find ingredients? Its not like the recipe is a secret or anything.

Simple -- by declaring that anyone who makes it is now a felon.

Even simpler: Regulate the ability to purchase sudafed saltpeter.

Walgreen's does.  Lite salt and a cold pack.  Better ban cold packs, too.

Yup:

Stuff's 100% potassium nitrate. Not the cheapest way to get it, but it'd do just fine.

More fun as a stump remover if you mix it with charcoal first.

This has nothing to do with public safety and everything to do with making it more difficult for people that reload.

Gonna have to get me some saltpeter.  It's been a long dang time since I made my own black powder.
Charcoal is easy enough.  Can you still get sulfur at the local drug store?

eta:  Apparently the local feed store will have bagged sulfur.

You can get saltpeter from urine, they gonna start regulating that too?

Well, Colorado already tried regulating rainwater, so if you piss in your yard is that state property? Outlaw nitrogen, for the children.

When I was a kid, my chemistry set from the Blue Chip Stamp store had all the ingredients necessary to make BP, and the 1960 edition of the World Book Encyclopedia had the instructions.

This, but not really to make it difficult to reload, that's not really his intention.

He wants to regulate both BP AND smokeless propellants, "in any quantity".

This isn't to hurt reloaders, its to regulate AMMUNITION.  Since there is no quantity specification, "individually packaged" 10-100gr lots would probably be regulated...meaning ammo.

I agree.  This goes along with all the proposals to tax ammo at a very high rate.

Sad when pols get an idea from Chris rock's standup and attempt to make it a law...

Had some fun times with my chemistry sets, too.  A buddy and I took all the chem courses offered in jr. high, and built a nice little lab in the basement bomb shelter of his house in Issaquah, WA.  Many fond memories there.  But then I discovered electrons and girls at about the same time and my interests took a different direction.
