"Time to make the donuts."
No, the biotech labs, the universities, the research facilities, the software engineers... they can't work. They have to stay home.
The above are more white-collar oriented jobs where people probably have vacation or PTO banks to draw from to offset the lost days' wages.
But, the grocery clerk... the McDonalds cook... the mechanic at Jiffy Lube... the small business owner of an HVAC enterprise... no PTO to draw from. Forgo your wages, serf.
But when the piggies need their donuts, I tell you what: No mere midnight bomber who bombs at midnight is going to stop them from getting their Boston Cremes. Get to work, prole. Can't brew coffee in the precinct office, or get by with whatever's in the vending machine, or GOD FORBID, go hungry for 12 freakin' hours.
The hypocrisy is delicious. Just like the frosting.

The white collar worker has PTO to draw from, but the venture capitalist or entrepreneur employing him bases those PTO benefits off of the assumption that the vast majority of his workforce is present to continue to be profitable in the absence of that employee. The business owner is getting shafted by this, too.

In all seriousness... it should be a free choice issue. If I make the decision to be out and about, that's my worry. Maybe I want to GTFO, and relax in Vegas while PHX goes to hell. Maybe I want to go camp in a familiar place in the mountains where I can see people coming from a long damn way off. Maybe I want to go comfort a freaked-out friend who has locked themselves in their house and is stressed out over the incident.
Regardless, it's my choice. One criminal or one group of criminals, no matter how asplodey their toys are, doesn't mean you just shut down a whole fracking city.

Caught sooner. Remember, the remaining guy was holed up in a boat that the owner was prevented from accessing during the shut-down.
Also, pipe bombs, not nukes. Pretty weak tea, otherwise we would have been issued pipe bombs and not frag grenades back when I worked for Uncle Sam. Also, more (realized and potential) bomb-throwers get kersplodied by their own chemistry experiments than do innocents, when they try to cook up the more potent explosives.
There was no good reason to lock the town down, especially after determining the threat level. They killed fewer people at the marathon and afterwards (up to the capture of the second suspect) than Chicago's murder rate projects for a similar number of days. If they got lucky, they would have matched Chicago's murder rate for their days at large. The difference lies in the sort of person killed and means. Nobody gives a damn about thugs killing thugs in Chicago (or Boston). But kill middle-class marathon-goers and you get the city shut down, armored vehicles rolling down the streets, and puffed up mall ninjas ordering taxpayers from their homes at gunpoint.

Uh, not lock down the city and keep looking. Release photos/descriptions of suspects.
Locking the place down is a fine way to ensure you won't find folks. As they are holed up and will remain so until the lock-down is lifted and there are too many holes to ever search in a timely manner. Heck, the neighborhood he was holed up in was searched and they did not find him. This is not rocket science, just simple math. Letting these guys move about increases the odds of catching them.
They used their "stash" against their pursuers, when pursuit got close. I suspect they would have done so, lock-down or no lock-down. Before the lock-down, there are reports of the suspects going out & about, doing non-terroristy things like regular folk. Even if they did go to ground after their descriptions were disseminated, it is easier to note someone not around when everyone else is about, rather than just assuming they are holed up like everyone else.

One time, a long long time ago.
I lived in a 5 story walk up in The Bronx, the 4th and 5th floor caught fire and we were on the first floor.
Everybody in the building had to evacuate at 3am in snow/drizzle ... except for out family.
Dad and mom started brewing pots of coffee for the firefighters, it seemed to me we had as many in our apt as there was going up the stairs.
We had donuts too, I cant recall where they came from

As I recall from the intial reports, the residents stated that moments after the homeowner called 911 and cops showed up, there was a hail of gunfire. (~30 shots)
None of those holes look like they came from inside the boat.

My recollection is of the owner's statement reported on Friday night or Saturday morning, which was that there were immediately about 30 shots fired after cops arrived. At that time nobody knew who was shooting at who since I don't think the owner was standing out there watching ;/
Somebody obviously shot a bunch of holes into the boat at random locations on the port topsides.
Joker Sarnov would have had to lifted the tarp and shot over the gunwale if in fact he did shoot. Even in that case, the cops' aim was pretty damn wild.

I followed your link and read absolutely nothing about the details of apprehending the guy in the boat.
Just somebody's ramblings about panic attacks and hiding in their house with a butcher knife. But I would have been pretty damn nervous too with all those guys with automatic weapons walking around. ;)

They could have figured the police were busy so it's the best time to rob the store.
My bet is that they had no idea what the police were doing and just wanted to rob a store, having no idea of the increased police presence.
