These must be those e-cigarette setups as an alternative to burning tobacco cigarettes. There has been a lot of discussion of them in the healthcare risk management world from the standpoint of if these should be treated the same as tobacco cigarettes for no-smoking zones.

The concern of some is that vapor containing nicotine and various chemicals is being exhaled and this may pose a health risk to others nearby who might inhale the secondary vapor.

The beef against cig smoke was the tar and carcinogens. That's all gone in the vape stuff.
I don't know how much nicotine might remain in exhaled vapor, but I bet it's pretty negligible. And nicotine is similar to caffeine (though about 100x more potent). Less effect as a secondary inhalant than if you drank a sip of your coke or coffee. A cup of coffee is between 75 and 300mg of caffeine, a mountain dew has about 50mg caffeine, and a typical cigarette has between 10 and 20mg of nicotine of which only 1mg gets inhaled (the rest is incinerated).

Interesting article here says it's so far been undetermined how much nicotine is in exhaled e-cig vapor.

Only works in mixed company.
All male group and you get them clustering about, grading/scoring it, comparing it with other famous/infamous ones, and often accepting it as a challenge.
None of which are totally bad things.

The e-cig movement is getting pretty big. Bigger than I imagined when I looked into it back in January. Since you're inhaling vapor and not smoke, it's referred to as vaping. You can get the liquid (referred to as e-juice or just juice) in about a bazillion flavors, and in nicotine levels ranging from zero to blow-your-mind. It's also considerably cheaper than cigs, even home-rolled ones. The batteries range from cigarette-sized to massive units that look like metal paper towel tubes, all having to do with vape time. Cartomizers (the part that holds the liquid and does the vaporizing) are the same, from cig filter size up to fishbowls with tips.
I went totally e-cig bag in Feb. I have a cig-sized unit with a small cartomizer pouch for travel/office, and a slightly larger battery and more easily refilled carto for the house. I haven't had a real cig in six months, and with the moderate nicotine leves in the juice I get I haven't craved on either. I average about $20 a month on juice and I buy a couple new cartos inserts ($1 for the smalls, $4 for the larger) about every two months. They're still functional, but they start getting a burned taste after a while.
FYI, the juice is propylene glycol based. It is, for lack of a better analogy, flavored theater smoke. Some juices also use vegetable glycerin as a vapor densifyer (makes the vapor more "smokey").
The people screaming bloody murder about e-cigs have no problem spending their weekends in an artistically-fogged theater or hours stuffed into a theater-smoke filled club, but will go into fits of apoplexy if someone takes a vape hit four cubicles down. It's a societal conditioning, controls, and plain old blind stupidity thing.

No. Here is a position statement on the issue from the Michigan Hospital Association. It is fairly typical of what I am seeing these days in healthcare policy.

Unless your hospital has already banned employees from returning to work after a smoke break, the cart is really being put before the horse on this one.

From my reading, I think it is now the norm that most large healthcare systems will not hire smokers, including vaping, and they do pre-hire cotinine testing to confirm it. I have also seen a few systems go a step further and terminate employees who are unwilling or unable to quit smoking, despite free treatment and support. The court or regulatory agency decisions I have read on this generally provide that smoking is neither a protected class nor a handicap that must be accommodated, and the terminations have been upheld. My wife the teacher also tells me that it is becoming more common that some school districts will not hire smokers, either.

Oddly that makes me feel better. At least you now won't be treated at the ER by a 350-lb nurse who reeks like an ashtray while being told you can't have an nicotine vaporizer.

That would be interesting, especially here in Washington, with the new state legalization of marijuana. I have heard of various tinctures, extracts and oils already being sold here for medicinal use, and I imagine it would not be difficult to create a vaping product.

There are definitely mj vaporizers and their legality pretty much follows state laws for paraphernalia. Some are designed to vaporize the th c on/in plant material, some are designed for use with t hc concentrates like MillCreek mentioned.

A good example of why anti-smoking activists should take a long walk off a short pier.
It's better, cheaper and safer. So, ban it whenever possible and annoy the heck out of the users. I don't doubt it has some risk. As dumb as activists who want to ban oil spill clean up gear that only snags 99.99% of the oil, instead of X parts per million.

My understanding is that "Second Hand Vapor" is merely water vapor. And that the only person to receive nicotine (and/or other flavors) is the person actually puffing on the e-cig.

There are trace amounts of nicotine or other chemicals from the flavors. Minimal, and nicotine is generally not the problem with second hand smoke.
