As opposed to states on the mainland that use "Greyhound Therapy".

Say, isn't Hawaii a very blue state, with democrats running both houses (A quick check reveals a 43-8 majority in the house and a 24-1 majority in the senate) and the Governorship (yep, another D)? Ahhhh, those compassionate democrats, always looking out for the poor and down-trodden. It was those evil republicans that did it.

Shocking.
I had a discussion with a few friends who live in a few different neighboring towns just recently. It seems that they as well as I are seeing an alarming influx of people who 'do not belong' into our towns- as in subsets of cultures that socialist enclaves are desperately trying to shed onto the wealthier suburbs and exurbs to make someone else's problem type of 'do not belong.'

Yep, Nevada got busted earlier this year (or was it late last year) for shipping "their" homeless mental patients to California. (Which I have to ask, how would anyone notice?) It's called Greyhound therapy.
I devoutly wish that my little berg would practice "Metra" Therapy.

There's a few local "characters" that I haven't seen for a while. The skinny guy who looks like Jesus. The woman who wanders around in a tinfoil hat, muttering. Others. And this town is small enough that I should see them. Wonder where they went.

I was on pretty good terms with the bums back home. They use to buy us 40's when we were in HS. Had a good business going that kept the bums funded and us drunk. I would hate to have my town ship them off just to get a new crop that i had to get to know all over again.

Probably shipped them here. We're overrun with do-gooders that want to turn this into a 3rd world, affordable housing ghetto for the homeless.

Inject enough hippies and art into a rotting downtown, and after 10 or 15 years, the yuppies and rich people will start to notice.
Businesses, apartments, and similar things will start popping up, driving property values through the roof.

Alaska had the "Blue Ticket" in Territorial days, named after the color of the old Alaska Steamship Lines tickets.
Bums and other ne'er-do-wells would be put on the boat back to Seattle, one way.
Even up to a few years back during the oil boom, when the cops got word from the Lower 48 that actual gangsters were flying into Anchorage to get a piece of the action they would meet them and recommend they get right back on the plane.
