I just got off the igold (http://igold.isra.org/) bus captain conference call. There was some chitchat about it. Multiple people reported being "approved". Those that were actually received would have been mailed from the Springfield PO on Friday.
Emphasis this year will be on gunfree zones.
Application number is based on when one started the app, not when it was completed. I started mine on 12/18 when it opened for instructors, but clicked the final [ apply] when it finally opened for the general public on 1/5. Thus a fairly low app number, still "under review".
high cost
Yeah, that needs to get worked on. On the training side, in good capitalist fashion I have seen prices on the full 16 hours dip to just below $200.
I did bring up the high cost to our local rep (the guy who replaced Jim Sacia (https://www.youtube.com/watch?v=Acn-8kFZ7Gc)) when he had a town meeting to cover the new law. He just didn't seem to get what the problem was.

Well, it is a looooong thread, and I've already spelunked through the whole thing up to about 20 minutes ago. I guess I've lost my motivation to dig through it again.
I noticed a few people saying they were Chicago residents and had received their permits. I remember at least one person saying he had actually used his in the city.
Don't worry. Concealed carry in Chicago will soon be as commonplace as in other major cities, so...
