Title: georgia gun bill

it almost reinstates the second amendment.  what I don't get is why it takes a law to be passed to allow Georgians their right.  there are still a few weak spots, such as no carry on college campuses or churches. [why?]

It's not perfect, but it's another chink in the armor of gun restrictions. Just like previous bills in Georgia have chipped away at things like no carry at public gatherings.
Btw, churches can opt in and specifically allow carry. A church near me is already talking about voting on it.

It takes a law because liberals and lawyers have been doing their level best to destroy the idea of "common law" for many years.  If it ain't in writing it don't exist.
