I can only hope this is a hoax. I would quote some of the more worrisome bits, but PDF.

My favorite part is where he says that his department is "the Winners of Teamwork."

But on the plus side, in the eyes of some, sexual orientation is not mentioned as one of the diversity categories acknowledged by his campaign.  So the citizens of his county can apparently rest assured.

Yeah, I kind of take issue with that one myself. Probably a good thing he isn't running in my county.

Is he running for sheriff, or trying for the "Most Stuff Crammed Into A Campaign Poster" medal?  Looks like a flipchart from on of those all-day, useless, redundant, please-just-kill-me corporate brainstorming sessions.  That, or his mother wrote it.

Really needs a proof reader. And somebody needs to set their copy of Word so the default setting isn't Title Mode (Every Word is Capitalized, Whether it Should Be or Not).

So in his department, at every level, each color, gender, age and nationality is represented equally? (Meaning in equal numbers?) Why do I find this difficult to believe.

In fact, why do I find the whole mess to be difficult to believe?
