So I have to wonder why the Chinese would want this data. To sell or to use to orchestrate some sort of mass ID theft?

Would you want kidneys or a liver (or any other organ) from some bozo with all sorts of chronic health problems? Sort out the short-term acute case that manage to get out without picking up another disease or three. Compare their lab results against your "wish list" and "Hey Presto!" a donor list has been created.
Makes more sense than identity theft - since we are all broke from buying shoddy Chinese goods the only use your identity would have is as the basis of a new personality. (Just keep your eyes open if you start seeing a lot of guys named "John" with a birthdate of October 31, 1938 and were born in Grover's Mill, NJ.)
