Title: Sci-Fi movie - need help to I.D.

I caught a little bit of a movie a few weekends ago, but I never heard the name mentioned.  It was a very stange, yet interesting flick, that I might be interested in renting.  The main characters were this "birdlike" man and a guy who's mind and body was taken over by the birdman (his leg was cut off and replaced with a heavy metal leg.  There was also the "white skinned girl with the blue hair".

Oh my God.  You let my Dad rent a movie for you.  I'm so sorry about that.  Mom and I quit letting him go to Blockbuster by himself years ago.

Boy, I heard The Wizard of Oz was pretty wild if you toked and played Floyd to it.  But that's way more than I would have expected.

That's the one Wingnutx -thanks man!   It's a very strange movie...but I found it difficult to stop watching it for some reason.   That's a pretty decent trailer in the link as well.  I think I'll pick it up and watch the whole thing.
