Milwaukee's position is skewed because the city itself is in the top ten poorest cities in the country (top ten for violent crime, too). If they used the Milwaukee metro area or Milwaukee county, its place would be different.

Yep, milwaukee is a roach hotel trap for unemployed minorities- once they find their way there, they never leave.
My personal income is above the 75th percentile for milwaukee, but on the very poor end for the suburb I live in.
