Destroys firearms instead of selling them because

But the administrative paperwork involved in issuing that many permits/registrations/whatever to ordinary citizens  would have cost them $973,227.83.

Cops sell to a wholesaler or distributor, who then sells to FFLs who finally sell to various and sundry prohibited persons without conducting a useless background check.  Paperwork for HPD is limited to bill of sale and deposit slip.  (I'll bet they could get a sole-source finding issued and not even have to take competitive bids if the kickback was decent.)

I wonder if there's a legal remedy, something along the lines of suing for mismanagment, gross fiscal waste, etc..

Here in Va we have laws that require the cops to sell both retired and confiscated firearms - but instead of limiting the sale to wholesalers/distributors it allow FFLs to directly bid on the firearms.

There have been a few attempts to get restraining orders to prevent cops from destroying firearms - all unsuccessful and all without further legal action.  =(
