What I don't understand is how a nunchuck is a control weapon rather than an impact weapon.  Does anyone know?

You can use that chain/cord to wrap and control, or to break like a nutcracker.  Also, there are various kubotan-like techniques that can be done with the sticks.  Proper use in combat scenarios is quite interesting to watch.

Pretty much anything from a rock to a rope can be used as a 'compliance' tool, but it doesn't mean it's suitable for the job at hand.

I forsee a lot of cops in the department with self-inflicted injuries.

This is exactly the reason why I have not bought a zombie katana like Michonne on TWD.  I am pretty sure that I would either (a) lop off my left leg; or (b) slice the cat in half; or (c) both at the same time.

I can remember the San Diego police using nunchaku since the early 1990s. I am not sure if they still use them or not.

Ultra, meth addict stupid on steroids.
 Takes a tremendous amount of training, can inflict lethal impact much easier than a nightstick, (the leverage is hugely increased) and is one more thing for the cops to have to tote around.

About the only use I have seen for nunchucks in the police arena is wrapping them around an extremity (normally wrist) and by varying the pressure making a very effective come along/compliance tool.

Could be very effective if used in a certain way.
Could be good for public relations.
It would be pretty hard for BLM/Jackson/Sharpton/Obama (see what I did there?) to make a serious case the next time the police give a meth head a beatdown with wiffle bats.

This. Maybe by some super secret ninja trained martial arts phenom.

Otherwise just no. Numchucks or whatever you want to call them are basically a medieval flail. I seriously doubt most LEO's will have or continue the training required to use them for the few instances they can actually find an opportunity to get an arm or wrist lock with a set without just beating someone with them. Most LEOs can't be bothered to be proficient with a firearm and we are supposed to trust they will have ninja like abilities with Numchucks? Really?

This; considering the holds they're using, I fail to see any advantage over empty-handed aikido or judo locks and controls.  The obvious disadvantage being that you're holding something that can be taken away, and has to be dealt with when you need that hand for the cuffs, gun or taser.

There's a novel - I think it's 1984 - that describes the police as using "jointed truncheons." I always assumed that referred to something like nunchaku.

This.

For 99% of the people (SWAG) the pain from these will make them comply, the rest will continue to fight and bones will be broken, ligament damage will occur and lawsuits will follow.

I have to completely agree.  Nunchucks as a LE tool (especially since one has to practice a lot to become even mildly proficient), is a really stupid idea.  Sounds like the Good Idea Faerie was working double-overtime on this one.....

 One of the problems is the leverage is so great, the officer may not have any "feel" for how much he is hurting the arrested. When the force applied is so little, compared to the force received. it can be very hard to modulate. This is not going to work out well.
