What I don't understand is how a nunchuck is a control weapon rather than an impact weapon. Does anyone know?

You can use that chain/cord to wrap and control, or to break like a nutcracker. Also, there are various kubotan-like techniques that can be done with the sticks. Proper use in combat scenarios is quite interesting to watch.

Pretty much anything from a rock to a rope can be used as a 'compliance' tool, but it doesn't mean it's suitable for the job at hand.
I forsee a lot of cops in the department with self-inflicted injuries.

Please please pleeeeeeeeeeeeeeeeeeeeeease let there be videos of these officers trying to show off with their new toys and tagging themselves in the cojones......

OK, admit it...
I wasn't the only one who thought of this when I read the OP....

Those things must be super-ultra deadly. They're to only weapon specifically outlawed by Arizona. Both by name and description.

I wonder if the training video will include clips from TEENAGE MUTANT NINJA TURTLES......

This is exactly the reason why I have not bought a zombie katana like Michonne on TWD. I am pretty sure that I would either (a) lop off my left leg; or (b) slice the cat in half; or (c) both at the same time.

Like option b would be a bad thing?

Oh yes, I did LOL at that one! I also envision the inevitable KLONK! in the noggin that will shurley come as well.

I can remember the San Diego police using nunchaku since the early 1990s. I am not sure if they still use them or not.

Ultra, meth addict stupid on steroids.
Takes a tremendous amount of training, can inflict lethal impact much easier than a nightstick, (the leverage is hugely increased) and is one more thing for the cops to have to tote around.
-
The list of blunt weapons less suited to law enforcement work than nunchuks is very short.
-
About the only use I have seen for nunchucks in the police arena is wrapping them around an extremity (normally wrist) and by varying the pressure making a very effective come along/compliance tool.

Other than "dead cat", what else is on that list?

I'll venture to say: https://en.wikipedia.org/wiki/Bolas
(Though I'd LOVE to see cops running around with those.)

Morning star? War hammer?

Nerf or Wiffle bat.
-
The nunchuck (or num-chunks, which is the preferred pronunciation) was an element conspicuously absent in Kung Fury.

Nerf or Wiffle bat.
....
Could be very effective if used in a certain way.
Could be good for public relations.
It would be pretty hard for BLM/Jackson/Sharpton/Obama (see what I did there?) to make a serious case the next time the police give a meth head a beatdown with wiffle bats.

The comfy chair?
Soft cushions?

Unconscious hooker.

This. Maybe by some super secret ninja trained martial arts phenom.
Otherwise just no. Numchucks or whatever you want to call them are basically a medieval flail. I seriously doubt most LEO's will have or continue the training required to use them for the few instances they can actually find an opportunity to get an arm or wrist lock with a set without just beating someone with them. Most LEOs can't be bothered to be proficient with a firearm and we are supposed to trust they will have ninja like abilities with Numchucks? Really?

Clearly, the mall ninja has escaped the mall and infiltrated a police department.

I think this wins the Interwebz for the day on this subject.

Well gee wiz when the "perp" stands there and lets you slowly apply the exact technique it works fabulously. Let's see that at the speed and aggression levels of normal police encounters and evaluate this again ...

This; considering the holds they're using, I fail to see any advantage over empty-handed aikido or judo locks and controls. The obvious disadvantage being that you're holding something that can be taken away, and has to be dealt with when you need that hand for the cuffs, gun or taser.
-
There's a novel - I think it's 1984 - that describes the police as using "jointed truncheons." I always assumed that referred to something like nunchaku.

I always assumed something more like a blackjack.

The leverage exerted by the use of nunchuks as a "nutcracker" type compliance device is enough to easily maim and break bones.

This.
For 99% of the people (SWAG) the pain from these will make them comply, the rest will continue to fight and bones will be broken, ligament damage will occur and lawsuits will follow.

I have to completely agree. Nunchucks as a LE tool (especially since one has to practice a lot to become even mildly proficient), is a really stupid idea. Sounds like the Good Idea Faerie was working double-overtime on this one.....

A somewhat longer list than I expected, if we are to include field-expedient blunt weapons.

One of the problems is the leverage is so great, the officer may not have any "feel" for how much he is hurting the arrested. When the force applied is so little, compared to the force received. it can be very hard to modulate. This is not going to work out well.
Unless they have managed to close Bruce Lee.

Donuts.
I think that's a bit of kit that will stay in the arsenal.
