Maybe the lawyers can weigh in. From what is in the article, it sounds like San Francisco is almost making the federal government's argument for them.

I'm pretty sure, since we're only talking about removing federal funding, that they ARE the President's to take away.

"State sovereignty" means that they're entitled to federal money? I'd like to see the legal pretzel behind that argument.
