I am watching a mini-series on Amazon video: How to Command a Nuclear Submarine, about the Royal Navy's 'Perisher' course to train prospective submarine commanders. The final episode details a NATO exercise. I see a British tanker doing a replenishment at sea refueling of various NATO surface combatants. And this makes me wonder: if the UK fills up a Danish ship, or the US fills up an Australian ship, does the Navy operating the tanker send a bill for the fuel to the Navy operating the ship that was fueled up?

Yes, Unless it was specifically put forth in the exercise that the fuelers will provide fuel for exercise participants.

Same thing when we used to fly into different countries and fuel up the plane, we signed a receipt if it was a military base and they billed the US and eventually it came out of our own operating budget for the squadron.
When fueling at a civilian airport overseas we had a Cadillac chit we could use, we would pay for fuel, landing fees (if charged), and ramp services with it. We would fill it out, give it to the head honcho and they would present it to the embassy for reimbursement.

In theory, we pay when we fuel from our own ships. Whether or not real money is every involved is a thought exercise on the reality of money and government spending.
It's neat to go alongside foreign ships. It was weird taking fuel from a JDF fleet tanker, at least to me. Only a few decades earlier and we would have been sinking each other.
My carrier often fueled its escorts, including British FFGs. Kinda depressing to see a guy on deck at 9am drinking a Guinness when you can't have any for another month. The universe has its revenge though, the Brit's uniform shorts make a UPS man in shorts look good.
