How can we confirm mongrel status if a sample from a mongrel (dog) is identified as sub-Saharan African homo sapiens?

I've mentioned this before as an example of how stupid government forms are based on "touchy feely" terms for race...
A former neighbor was whiter than me. She was of Dutch heritage born in South Africa and who lived there for the first 20 years of her life. Her ancestors fought against the British in the Boer Wars.
She moved to the US and started checking the boxes for African American on a lot of forms, especially Federal forms, because the question is worded in completely *expletive deleted*it ways not really understandable to someone who hasn't grown up here.
Caused her no end of grief for awhile, but she continued to check African American because, as she said "I'm African, and now I'm American."
Couple people I've worked with who are from North Africa have also caught flack for identifying as African American on forms. "You're not black!" Nope, but I am African-American, and that's what the form asks.
