In what context do you hear it?
First I've heard of it. But then I don't get around much.

If I'm doing something and someone comes up wanting to talk, I will raise my finger and say "Just a minute" and finish whatever had me occupied so I could finish my thought process. Also, if someone is doing something and I see they are about to screw up or I have a better way to do it, i might say "Just a minute, what if you did XYZ instead?"

Just a figure of speech, probably first popularized in hip hop culture. I heard it a lot 10-12 years ago in the Navy. That it just now reaches Missouri is little surprise, I think 80s big hair is just now on the way out there.
