He was so dangerous that the cops were watching him 24/7, but not dangerous enough to arrest. Seems odd.

Obviously, New Zealand's knife laws are too lax. We must have mandatory waiting periods and background checks before purchasing cutlery. Shops must keep all sharp objects locked up. All knives must be registered with the government.
