That's Elanore Holmes Norton.

She's not a city council member. She's DC's shadow delegate to Congress. She doesn't have a vote.

In the first twenty seconds is a glaring misstatement.  She says Congress has no right to tell DC what to do.  Excuse me, the Constitution specifically gives governance of DC to Congress.  They have every right to do so.  In fact they are required to do so.
I hate politicians who do that.
