(I tried to look up the tube 3CR-241which they call a "ballast tube," but I suspect it was a voltage regulator tube to keep the tuning stabilized, especially in the short-wave band.)

Don't forget to read the biography of the designer, Count Sakhnoffsky, at the bottom of the link.  He was apparently quite the roué, he was.
