He wants to give shotguns to homeless people to fight crime.

The crime-fighting part is that they take bets on which ones trade the shotguns for malt liquor, which ones go forth to hunt the lizard people infecting the city, and which ones make a shrine to the shotgun, worshipping it like a god. Proceeds go to local law enforcement. The house always wins.
