The agency is reaching out to "marginalized" (my quotes) communities to fill the ranks.
I'm gonna go ahead and state that that is not going to work out well for them.
I know Portland is a lefty hive but certainly the more normal leftists are not going to give over their city to these militant SJW types. Certainly not.

Every police and fire position opening I've seen for the last 20 years always encourages minorities to apply. Nothing new there.

I was thinking more about people willing to do whatever the Mayor at the time wants. Doesn't really matter what race they are.

There is a difference between encouraging minorities to apply and being so desperate to recruit minorities that you do stuff like overlook criminal records, fix tests so unqualified candidates pass, etc

That written tests graded on a numerical scale, rather than on a pass-fail basis, adversely impacted Black promotional candidates;
That written tests that were used to establish a ranking among promotional candidates adversely impacted Black promotional candidates;
That written test scores did not predict the success of a fire Captain or Battalion Chief in performing the duties of his or her position except when used to eliminate those who scored below a relatively low minimum score;
That the adverse impact on Black promotional candidates of written tests could be reduced by using written tests graded solely on a pass-fail basis with a low cut-off score and not used to rank promotional candidates...

IIRC, there was a case in my area where firefighters successfully sued for 'reverse' discrimination as well.

Oh man. I live in a suburb of Portland. Couple of coworkers are married to officers. Between the ultra-liberal mayor and city council, and the ultra-liberal population in general, policing in Portland is...... Challenging... No one that knows anything at all about the situation in Portland is surprised that people don't want to be police officers in Portland.

Houston has been going through that stuff for years now. I guess it is typical of big cities.

Getting screwy a lot of places.
Next county over the elected Sheriff and most of the deputies resigned a few days ago. The jail/courthouse had been evacuated a few weeks ago due to high CO levels. Several inmates and staff had been sickened and the FD was called in. Reports are that CO levels were just short of fatal levels.
No CO detectors in the building at the time.
No overt cause was found and no repairs made. A judge ordered the building to be reopened and inmates moved back in.
Small town politics can be so much fun to watch.
