So what if they are gathering there to protest? 

Sounds like they need to collect some BLM and Antifa signs to pull out of the police show up.

I suspect turning off the services when there is no immediate emergency is illegal.  (assuming the account is not several months in arrears)  Would have to check with the state's public utilities commission.
