Note how he says that the left can get rid of the Electoral College by stacking the Supreme Court and using that as the avenue to overturn the EC.

Seems like fox news condensed that exchange a bit too much.
"You need a constitutional amendment to do that," Cuomo replied.
"And if Joe Biden wins, Democrats can stack the courts and they can do that amendment and get it passed," Lemon retorted, referring to the party's presidential nominee.
"Well, you need two-thirds vote in the Congress and three-quarters of the state legislatures," Cuomo noted.
"They may be able to do that," Lemon argued.
He's wrong that the amendment would ever pass, but he seems to be talking about doing it the proper way and not the SC overturning it.

I believe Mr. Lemon has become swayed by the popular opinion that people on TV are smarter and more knowledgeable than average. He is mistaken.
