Apparently you can't buy certain computers in certain states now because of power consumption regulations in those states.
The article talks about Dell but this effects any PC that violate the regs.
Dell is no longer shipping energy-hungry gaming PCs to certain states in America because they demand more energy than local standards allow.
Customers seeking to purchase, for example, an Alienware Aurora Ryzen Edition R10 Gaming Desktop from Dell's website and have it shipped to California are now presented with a message that tells buyers they're out of luck.
"This product cannot be shipped to the states of California, Colorado, Hawaii, Oregon, Vermont or Washington due to power consumption regulations adopted by those states," the website says. "Any orders placed that are bound for those states will be canceled."

All you need is a friend in an unblocked state.
It's not like firearms, the feds are not likely to care if your friend receives the package and then sends it on to you.
And states don't have the right to go through your mail so they'll never know.

Haven't kept up with the latest and greatest gaming hardware lately but watching some videos on the gaming PC matter some of the newer high end video cards suck up 500 or more watts at full throttle. That's just the video cards.

It's not the PC in-use power, it's mostly a standby or hibernate power issue with a smattering of capacity-weighted incidentals in the mix. I'm posting from my phone and don't have time to dig for the link, but go to the JayzTwoCents youtube channel. A week or so back he posted a really good breakdown of what's affected and how the scoring matrix works.

I try to watch his videos from time to time but he gets stuck in the super high end gaming end of the pool too often for my tastes. Things along the lines of, with this $2,000 video card I get 200 FPS while I only get 190 totally unplayable fps with this $500 one. He doesn't always do it but he does it enough where it gets on my nerves. Makes it appear he's pushing high end equipment for $$$.
